Which costs less before financing?

Hypothetical EUR/USD: A has a 1.2-pip spread and no commission. B has a 0.2-pip spread and USD 3.50 commission per side per standard lot. Use 0.1 lots and one round trip.

A costs USD 1.20. B costs USD 0.20 in spread plus USD 0.70 commission, or USD 0.90. This example assumes proportional commission with no minimum or rounding.

Does “free deposit” mean free funding?

The broker charges no deposit fee. Your bank deducts AED 25 and converts at a less favourable rate than the reference.
